who is the payer does care what the exchange rate is and that is why they will need

has seen how the Kurdistan region has flourished. They did things right from the
beginning back in 2003 setting security in place and building from there. They are
years ahead of the rest of Iraq…issues between the central government and Kurdish
region have gotten worse of late, not better. Let's hope for all of us this is a
bluff and motivation to get some sort of agreement on oil done soon, a new central
government formed and the goal…economic transition to a market economy. I don't

the process after June 10th but I am saying it is most likely to happen just before

climb very quickly. The projections for the IFX this week and the amount of CBI
reserves (and gold) is an indicator of this.Iraq has met all necessary Basel III
requirements and beyond for valuation of a very, very high rate as an asset backed

taking shape and so when the announcements finally come out it will be a matter of
formalities to seat everyone and get the government rolling. There may be some minor

rid of Maliki. Basically there is a 30 day windows of time we are dealing with to
fully, legally seat their new government. The entire cycle of 30 days can be
accelerated if all goes well and if there are few to no challenges of the new
candidates…we can expect to see a complete government no later than July 15th if

for 10 years. They move at their pace and have little regard for their people. Just
a few short months ago, we were literally 3-5 days away (parliament voting) on
passing the budget and several economic laws which would have opened the doors to a
market economy. Now we have the dispute between the Kurds and central government
which shut down parliament indefinitely, no formation of the new GOI, escalating
violence, increasing unemployment, no budget so many projects coming to a halt..its
getting worse, not better. I am not saying the "sky is falling" but how can anyone
think that the currency reform is going to start under those conditions? Yes, the
banking system continues to push forward, and it appears the CBI is trying to do
it's part. But I cannot see this happening until significant progress is made to
resolve these other issues.
